Context & Challenge

GreenMax Capital Group is a specialized consulting and fund management firm focused exclusively on the clean energy sector in emerging markets. Since 1994, the firm has executed projects across five continents and more than 80 countries, supporting project developers, renewable energy companies, investors, financial institutions, donor agencies, and governments in the analysis, preparation, and implementation of clean energy investments, policies, and regulatory frameworks.

GreenMax was contracted by the World Bank to support the execution of RISE โ€” Regulatory Indicators for Sustainable Energy, a global benchmarking initiative designed to assess how national policy and regulatory environments support progress toward Sustainable Development Goal 7 (SDG 7): universal access to affordable, reliable, sustainable, and modern energy.

This engagement marked my first project with a U.S.-based consulting firm, carried out in a high-accountability, internationally visible context, with deliverables directly supporting World Bank assessments and leadership-level decision-making.

Problem

To preserve the credibility and analytical rigor of the RISE index, the World Bank required accurate, methodologically consistent, and fully comparable regulatory data for Brazil.

Any inconsistency in data interpretation, validation, or structuring could compromise:

  • Cross-country comparability
  • The integrity of the global benchmark
  • The reliability of policy insights used by governments and international stakeholders

Approach & Role

I was responsible for the structured collection, validation, and analysis of Brazil's regulatory framework, ensuring full alignment with RISE methodological standards.

My responsibilities included:

  • Conducting in-depth collection and validation of regulatory and policy data related to sustainable energy in Brazil
  • Synthesizing complex regulatory information into structured, auditable inputs and analytical reports
  • Supporting the preparation of materials for World Bank leadership and senior stakeholders
  • Collaborating with cross-border teams under strict quality controls and non-negotiable deadlines

The work required high attention to detail, methodological rigor, and clear communication across international teams.

Output & Results

  • Direct contribution to a global regulatory benchmarking initiative led by the World Bank
  • Delivery of reliable and comparable insights into Brazil's policy and regulatory environment
  • Successful completion of the engagement, leading to a subsequent invitation in 2022 to conduct the process again
  • Demonstrated ability to operate effectively in international, detail-critical, and high-stakes environments
